A mysterious organization takes control of the Japanese government and leads Tokyo into a state of terror. When the city is corrupted, the army turns to the most legendary ninja, Ryu Hayabusa, to help them in this dark hour. Little does Ryu know that while he is in Tokyo, his village shrine is ambushed by Corporation operatives trying to steal the Dragon Statue, an ancient relic rumored to be able to open a portal to the underworld.
Almost every member of the Hayabusa clan is killed and their shrine is burned to the ground, and worse, when the Dragon Statue is activated, a demonic army possessed by chaos and destruction descends upon the world. Forced to retrieve the Dragon Statue when it is smuggled out of Japan, Ryu sends his loyal allies, female ninja Kasumi and Momiji, to Tokyo to deal with the situation.
As Kasumi makes her way into demon-infested Tokyo, she witnesses the city fall into depravity and chaos. Can she clean up the decaying city before it’s too late, or will she fall victim to the anarchy in the streets?
